Request
I am requesting the publication of any SHA documents outlining plans for PCTs NHS Trusts and Foundation Trusts to generate efficiency savings and cost improvements to meet the predicted constraints on NHS spending in the years 2010-2017. In particular I would like to see any minutes or documents of the full SHA or delegated sub-committees or related projects which discuss the implications of the McKinsey report publicised in early September. This, according to the Health Service Journal (3 September), suggested cuts of 10% in the workforce and other economies, primarily in acute services, to save up to £20 billion by 2014. Similar proposals have also been outlined by NHS Chief Executive David Nicholson, but neither set of proposals and projections appear to have been discussed in the published SHA Board papers. Thanks for your help.
Our Response
Thank you for your email requesting information in respect of NHS East Midlands efficiency savings and cost improvements to meet the predicted constraints on NHS spending. You also asked to see minutes or documents of the full SHA or delegated sub-committees or related projects which discuss the implications of the McKinsey report publicised in September 2009.
I can confirm in accordance with S.1 (1) of the Freedom of Information Act 2000 that we do not hold the information that you have requested.
NHS East Midlands has not had any discussions specifically around the September McKinsey report. However, we are looking to put together documents in respect of our health community plans on the Quality and Productivity Challenge which will reach their final form towards the middle of this year. At this point, we do intend to make these plans publicly available via our website.
Much of this information will be gathered from discussions that we hold with local Primary Care Trusts (PCTs) and others, around the processes they need to go through rather than the detail of what will be done. You might therefore consider contacting PCTs individually for additional information and I have attached a link to our website which enable you to do this:-

I hope that this information is of use to you. If you are dissatisfied with the way in which we have dealt with your request you can ask us to review our decision by writing to:-
