I can confirm in accordance with
S.1(1) of the Freedom of Information Act 2000 that we hold most of
the information that you have requested.
I have attached a pdf list of the
diabetes networks covered by NHS East Midlands. In the event
that you need to contact any of these organisations I have included
the website address for the relevant Primary Care Trust
(PCT). I have also provided a ‘local NHS’ link to our website
for if you need to contact other East Midlands NHS

The information requested at 2, is
currently in draft format pending final release in February.
Final copies of PCT Reports will be published in February 2009,
copies of which will be available by the end of February
2009. As such, the draft scorecards that you refer to in your
correspondence are exempt from disclosure at this point in time by
virtue of section 22 of the Freedom of Information Act 2000.
Section 22 is a public interest tested exemption which relates to
Information which is intended for publication at a future
date. We feel that the information requested should be
withheld from the public domain at the present time in order to
ensure that the assessment of PCTs as commissioners is robust and
challenging. The disclosure of the scorecards would otherwise
compromise the ability of NHS East Midlands to hold its PCTs to
account for their commissioning decisions through this
assessment.
When considering the application of the
Public Interest test in relation to the engagement of this
exemption we are of the view that, since the information referred
to is historical in the sense that it applies to past performance
and that disclosure would be unlikely to affect the healthcare
offered to any patient at this time, then the arguments in favour
of none disclosure, i.e. the strength of the procurement process
and the need to ensure its integrity and strength, outweigh any
arguments in favour of disclosure.
