Request
I wish to make a series of separate requests under the Act. For convenience, I am including them in the same email. Please:
1. Confirm or deny whether you have set a timetable for PCTs in your SHA area to have developed their future organisational options for providing community services, as requested by David Nicholson in his letter regarding the subject dated 30 July 2009
2. Supply the timetable for each PCT in your SHA area to have developed their future organisational options for providing community services.
3. Supply copies of all documents produced by your SHA on the future organisational development of community provider services in PCTs in your SHA area.
Our Response
I refer to your email of 3 November requesting information in respect of future organisational options for providing community services.
I can confirm in accordance with S.1 (1) of the Freedom of Information Act 2000 (FOIA) that we do not hold the information that you have requested.
However, Section 16 of the FOIA places a duty on us to provide advice and assistance so far as it would be reasonable to expect. I am therefore able to advise you that we have not, as a region, set a timetable for our Primary Care Trusts (PCTs) to have agreed ultimate organisation form.
NHS East Midlands has not asked PCTs to submit their timetables to us so I am unable to provide you with a schedule of dates for when decisions will be made. The link below will enable you contact PCTs in the event that you decide to contact them individually about this.

We have not produced a document on the organisational development of the provider arms. NHS East Midlands has used the national ‘business readiness’ guidance as the basis for PCT assessment and we are developing an ‘organisational competence framework’ against which we will assess readiness to move forward into whatever ultimate form is proposed. This is not yet finished and so has not been published.
I hope that this information is of use to you. If you are dissatisfied with the way in which we have dealt with your request you can write to:-
