Our Response
I refer to your email requesting information in respect of NHS Commissioned University places for Nursing and Allied Health Professional (AHP) Education.
I can confirm in accordance with S.1 (1) of the Freedom of Information Act 2000 (FOIA) that we do hold most of information that you have requested.
Please find attached spread sheets containing this data for 2009/10, 2010/11 and 2011/12 for pre-registration nursing, midwifery and AHPs and learning beyond registration. Unfortunately we are unable to provide figures for 2012/13 and 2013/14 as we make decisions annually about these commissions in the Autumn as part of our collaborative education commissioning process.
Pre-registration
We are due to commence our annual commissioning process for 2012/13 between July and September 2011. During this period we will be analysing the workforce plans that have been submitted by our service provider representatives whilst gathering qualitative data during care pathway events with key stakeholders across the East Midlands. All the data that is gathered is then challenged to produce the East Midlands Workforce Development and Education Commissioning plan for the next five years and is responsive to service demand.
Decisions that are made are also influenced by other factors such as how we are managing programme attrition. As attrition improves and outputs increase, we are able to reduce our commissions accordingly. Our figures also reflect changes to our commissions that have historically been placed on behalf of South Central and Yorkshire and the Humber SHAs which have recently been disaggregated. We also commission some work-based programmes alternate years at service request. Therefore, as you will appreciate, we are not always comparing like with like.
Post-registration
We have been able to maintain a steady level of funding for learning beyond registration (LBR), although there has been an inflationary impact on the number of modules delivered within the same contract value. These figures only partly reflect of our investment in post-registration education. We also have a flexible LBR arrangements with our local health communities to purchase education and training not covered within our LBR portfolio. We also fund health visitor and district nurse education through this route as well as non-medical prescribing, preceptorship and End of Life Care education and training which are more difficult to identify as distinct within the developments we support.
I hope that this information is of use. If you are dissatisfied with the way in which we have dealt with your request you can ask us to review our decision by writing to:-
