Hi,
I was wondering if you could help me? I’m looking for copies of pathfinder application documents which have been submitted to NHS East Midlands, both by consortia which are now pathfinders and, if possible, consortia which have not yet been granted pathfinder status.
Any assistance you can provide in this regard would be very much appreciated!

I refer to your email requesting information in respect of Pathfinder application documents.
I can confirm in accordance with S.1 (1) of the Freedom of Information Act 2000 (FOIA) that we do hold the information that you have requested.
However, we are of the opinion that the exemption available to us under Section 22 of the FOIA is engaged in this instance. Section 22 is a qualified exemption and is subject to consideration of the public interest test. We recognise that there is a public interest in providing this information to you in order to be helpful, and to promote accountability and transparency of government.
We are currently developing our website in terms of providing information concerning Pathfinder Consortia Applications. We will be publishing a list of Pathfinders who have expressed interest, as well as details of those approved within the recent rolling programme. It is also our intention to publish the application forms you have asked to see in some format, although this will involve the redaction of personal and any other information that we feel is of a sensitive nature in terms of the FOIA.
We feel that there are strong arguments to support the use of the future publication exemption on the basis that the best use of public resources would be directed to pulling this information together, ensuring it is accurate, fit for purpose and published in a consistent and comprehensive format.
However, I have attached a list of our Wave 1, 2, 3 and 4 Pathfinders along with their relevant contact details which I hope will be of some use to you.
