The LSA role is defined within the Midwives Rules and Standards (NMC2004) produced by the NMC (Nursing and Midwifery Council). The main function of the role is the protection of the public and that of ensuring statutory supervision occurs within the East Midlands Strategic Health Authority’s (SHA) geographical area. This includes all midwives irrespective of their employer.
Articles 42 & 43 of the Nursing and Midwifery Order 2001 describe the Council rules in respect to the regulation of Midwifery, describing the role of Supervision and the LSA Midwifery Officer (LSAMO). Shifting the balance of power (April 2001) designated the Strategic Health Authorities as the local bodies responsible for the LSA function.
The SHA has the statutory responsibility for the LSA function. The LSA is responsible for ensuring that supervision of midwives is exercised to a satisfactory standard within its area. This includes all midwives practicing within its geographical boundaries irrespective of employer.
