The East Midlands Education Commissioning Unit's (EMECU) strategic aim is to:

Harmonise working practices across the East Midlands healthcare workforce in relation to financial control, contract management and salary support.  To commission and contract pre and post registration education in line with local and national requirements to ensure the delivery of patient care.

 

 

 

EMECU works in partnership with Local Health Community (LHC)  workforce leads, Higher Education Institutes (HEI), East Midlands Strategic Health Authority (EMSHA) workforce team and specialist advisors to commission healthcare education.

The commissioning process is based upon the analysis of active educational data in conjunction with local and regional workforce plans.  This information, combined with the intelligence received during the annual education commissioning event conducted during September, is used to inform commissions on an annual basis and guides the future commissioning intent over 3-5 years. The national Workforce Review Team (WRT) offer a national perspective that is considered, where appropriate, for local planning purposes.  The EMECU also works in partnership with other SHAs to commission healthcare education on each others behalf.
A team of Education Commissioning managers procure, commission and contract with HEIs within the East Midlands to provide a range of healthcare education programmes.  These programmes lead to professional registration, supplying newly qualified entrants to the workforce, as well as a post registration provision to develop and enhance the skills within the existing workforce.  The education and training of health service staff in bands 1-4 through the Joint Investment Framework (JIF) is coordinated through the EMECU as part of the widening participation agenda.
The EMECU quality assures the contractual arrangements in line with local and national standards, creating a partnership approach to enhance education provisions.  The team has the responsibility of implementing, monitoring and maintaining agreements with a variety of providers and holds overall financial responsibility for Multi Professional Education and Training (MPET).

 

 MIRANDA (Mutual Information Resource And NMET Data Application) was commissioned and developed by EMECU to provide a data warehouse that:

  • Maintains accurate student information
  • Assists in the planning of commissions
  • Assists in the management of budgets
  • Assists with the checking and approval of invoiced NMET costs
  • Produces a variety of standard and bespoke reports
  • Produces data in response to internal and external requests regarding the non medical healthcare workforce in training
