The December meeting of this project group was cancelled due to the continuing uncertainty surrounding the Reform of Education Funding.
We are awaiting direction from the Department of Health so that we can plan a sequence of events for the East Midlands.

Update on Education Funding Reform group
Purpose
The purpose of the EMHWD Commissioning team’s Introduction of NMET Placement Funding project group is to: Support the implementation of the new NMET (non medical education and training) funding for the East Midlands as part of the reform of MPET funding.
Backgound
The Next Stage Review has identified the need for reform of education funding to provide fair and transparent funding and ensure that it is used for the purpose for which it is intended. The EMHWD High Quality Workforce programme has a project to liaise with the national team and subsequently deliver the proposed reform of MPET education funding to NHS East Midlands. The Education Commissioning team’s project group has been established to manage introduction of NMET Placement Funding as part of this reform of MPET funding.
Benefits
A measurable increase in placement capacity for NMET education and training is anticipated as a result of the introduction of NMET Placement Funding following non medical students, with greater transparency and positive impact on quality. Other benefits will be identified as the project develops.

Our project group, formed 1 April 2009 has representation from:
- East Midlands Local Health Communities
- East Midlands Universities
- East Midlands Practice Learning
- East Midlands Strategic Health Authority Finance
- EMHWD Education Commissioning Team

Main activities
The work of the project is:
- To identify current data and data flows for placement weeks among EMHWD, HEIs, Trusts and other provider organisations
- To co-ordinate data and data flows for placement weeks among EMHWD, HEIs and Trusts which are fit for purpose
- To communicate changes effectively to provider organisations
- To establish East Midlands wide arrangements for NMET Placement Funding allocation
- To co-ordinate implementation times and processes with LDA (Learning Development Agreement) timescales
- To co-ordinate implementation times and processes with provider organisations which do not have an LDA
- To provide risk assessment of the implications for delivery of education and training
- To liaise closely with the HQW Reform of Education Funding Project
- To influence national strategic direction of the Introduction of NMET Placement Funding
- To consider Performance Management of the Introduction of NMET Placement Funding in line with National Commissioning framework for Performance Management of Education Contracts
